I am not sure what is happening this is the fist time I have had a few images reject and all but one was for technical issue. Can anyone help out?

Hello @Charlieb123 , Haystack Rock in Canon Beach. Brings back memories. Nice photo but it has technical issues. The horizon is not level. The rocks on the right are cropped even though there is some space on the left side. The image appears out of focus due to the softness. The shadows are slightly underexposed. The seagulls in the sky that look like spots should be removed. The sky is also a bit grainy due to noise. Here a possible example of how the photo might work better:
Notice thgat the horizon is staright and is 1/3 of the photo. The sky is made warmer and is dehazed which brings back some detail. The photo is cropped tighter so that the space on the left is removed and the water line comes directly out of the corner.
