Rejected photo due to technical issues

Hi could you please point me in the right direction with my photo which was rejected due to Technical issues ?

Your help would be much appriciated.

Look at your picture at 100 %. You will see a lot of artefacts and washed out colours. The picture needs to be crisp sharp to be used on stock.  In addition you have people walking around. If the picture is shard and detailed it may be possible that those are recognizable. And then your picture would need model releases... They are quite small, so it may be possible that the people would not be a major problem, however.
