There are at least 2 different issues:

Quality: you have a high noise level.

Reminds me of a Felini film. While I really ike Felini, I'm not sure this works for Stock Photography. 

 

IMO, you've got too much going on. The viewer's eye should be drawn to the keyword subject (whatever that thing is). 

The problem I have with the composition is lack of clear subject.  My eye is not being drawn to any one thing.  Instead it's wandering around in search of a subject.  That's not good.

 

With some prudent cropping and careful editing, I think this shot could be much better.

IP issues are immediately evident - recognizable people and a Mercedes logo on the man's cap. Model and product releases required.

Hello,

The composition is busy so not good for stock, you have too much happening in the picture as @Nancy OShea has said. 

However, despite that, the photo won't pass because:

a) noise - it appears to be quite grainy, even though the ISO isn't that high

b) I think the focus isn't good, it's not sharp. This is most likely because of the lens. Did you use a kit lens - e.g - EF-S 18-55mm? Unfortunately, this type of lens is bad.

Two much yellow, too little depth of field. There are also model releases for recognizable people needed and an IP release for the mercedes cap are needed.

hi, the photo is very nice. The composition is well, it's very artistic. In my opinion it has been rejected because of the lack of sharpness, maybe the quality of the lense or the sensor, maybe a bad focusing or too much aperture that makes a narrow depth of field. Sometimes you just have to mension the words "selective focus, shallow depth of field" in the keywords and description to get it accepted! Good continuation. 

Ps: what was the gear and the settings please?
