If you sent it in with your logo on the bottom as this image has, then it was an automayoc rejection. To me this image looks grainy and noisy; but perhaps you intended it to look that way. I am also confused by the "filter" in front of the cat's eyes. I find it distracting perhaps because I don't understand what it means.
Hi,
my guess would be that the Text in the Picture and the fuzzy fur can be one reason. Hope that helps
First, I think your composition work needs to be better. You need to blend in your layers. Technicaly, the photo needs improvement. Most issues become clearly apparent when viewed at 200%. The edges are out of focus. There are artifacts around the edges. Highlights and shadows need to be corrected and the midtones need to be recovered. The background contains some iregularies.
I hope this helps.
The background has smudges and artifacts. Black and white isn't accepted. Nor is the addition of text to images. The cat's ears aren't in focus, and of course, your watermark is prohibited.
All of these requirements are discussed on this help page:

Could you give the rejection reason that came with the email? Was it quality issues?

I wouldn't buy an image modified like this.

Noisy. Blurry. Irrelevant / bad quality text. Little to no real utility for the user, provides no value.
