The image looks very nice...until viewed at 100%, where the fine details are no longer fine.
You did not indicate the rejection reason or why you thought the rejection was "Inconsistent with the truth"; however, given the many poorly drawn details in this image, it was correctly rejected.

Seen at 100%. As a potential buyer, I would have returned this immediately:

There is a learning curve for Stock, even for the most seasoned of photographers. You'll also find that different stock agencies accept different assets based on the needs of their client and general use of the platform. Over time you'll get a better understanding of what Adobe is looking for.

That can happen. But, usually the refusal is warrented even if the reason given was incorrect.

Why do you think that? As moderators might err and give the wrong answer, it is possibly very rare. Sometimes work is accepted and shouldn't. That's the problem with human moderators.
If you feel that the reason given to you is mistaken, post the asset here as submitted and tell us the rejection reason (only the header, the text is not interesting and may be sometimes misleading).
