Here are some more details of the IP problems in picture 2. (This was not the rejection reason, but if you could make the technical details perfect this would be the next problem). 

- statue (1955)
- Palace of Culture building behind statue (1955 despite classical style, and easy to identify exactly; column is part of the building)
- modern buildings behind
- Media Markt trademark (no permission possible)
- mustard pot
- identifiable packaging cardboard
- graffiti (permission from all "artists" needed)

What were the rejection reasons Adobe gave you? 

  • I see multiple Property and Copyright violations  -- logos, signs, property, people, etc... 
  • There are several technical problems.  
  • And I don't see much commercial value here.

- possibly the car, if the make could be identified by the manufacturer or anyone else

If you take these out, you are left with the soil, the pavement and the tree. This is why street scenes are so difficult to make into stock.

don't forget that you also need a model release for the people pictured in the newspaper…which makes it pretty impossible to get such a picture through.

 

The pictures have been refused for technical issues because that was the first the moderators saw and they are not to correct here. But all pictures have also other issues: IP, model releases. Street photography is not for stock. If you want it to be for stock, you need to hire models (that may be friends doing modelling for free). And then you need to photoshop out or preferably avoid all IP troubles by hiding logos, like on the boxes at the picture 2, by turning them, in such a way that the logos are not to be seen. Do not forget to take away plastic containers like these:
