There are sharpness and exposure issues (basically much too dark).

It's not quite level and has a lot of noise.

Additionally, names should be cloned out to avoid IP rejection.

The shadows are too dark and the clouds on the left are burned out with no details. There is some fringing. The horizon is not level. The photo needs sharpening. It should be cropped so that the horizon is on a third line and the beach starts in a corner. You should cleanup the erased boat names.They look sloppy. Here, I made a few changes to give you an idea.
