As a stock contributor am I correct in thinking that for $0.99 a purchaser can use one of my images "in multiple digital and physical mediums, up to 500,000 copies/views"? Does this mean a purchaser can make, for example, 500,000 postcards with my image on them to sell and I only get $0.99?

A standard license means the customer can use all or a portion of your asset in their own creative project. However, they can't resell it as a standalone product (postcard).

Postcards for sale? The buyer will need an extended licence. Postcards are merchandizing.

No, because the image itself is the main object of the postcard.
For this, you need an Enhanced License.
Unfortunately, there is no way of controlling the usage. If you yourself notice wrong doing, it is up to you to prove wrong doing. You must take legal actions against the buyer. Good luck.
