Adobe acts as your agent and when one of your assets is downloaded, it is licenced by your agent (Adobe) for use.  However the copyright remains with you.  Yes you can submit the same asset to other stock agencies.

You might be over thinking this. If the asset was created by you and only you, then you won't have a problem.

In order to become an Adobe Stock Contributor you must accept the Stock Contributor Agreement by which you certify that you own full rights and copyright to all assets that you upload. It is a legally enforceable contract between you and Adobe.

One way of telling if the asset is yours is by looking at the EXIF file for claims of copyright.  But this can be changed or deleted.  If you are stupid enough to submit assets for which you are not the legal copyright owner, eventually you will get caught and this id grounds for banning your account and refusing to payout any balance left in your account.  It's not worth it to cheat.

They don't know, and they don't care. They trust that Adobe is offering them quality assets.

If you created the asset you won't have any problems; you can upload to as many stock sites as you wish. Abode don't have exclusivity, unless you you agree to it. But that's a different situation.

To be clear, you also need to be sure that other sites you upload to do not claim exclusivity.
