Adobe always give a reason for the rejection. Even if it seems too vague, please share it. Otherwise we may waste your time with wrong guesses.

Just a remark: You do not need to add pictures twice to your postings. "Technical issues" is by far enough as a reason. The rest is only predefined text.

Besides the bad composition work, your main subject (the girl) is out of focus and has many artefacts:

I suppose you had a model release!
