First of all a compliment to the great picture composition!
I often do not understand myself why my pictures are rejected. But with the attached picture it is perhaps the clouds that are not reproduced so correctly. Then: Photographs with people on them are always a bit problematic, because authorizations of the people shown have to be submitted.
The last not insignificant point is: Adobe Stock and Shutterstock already have so many pictures that I suspect that they don't want to accept all of them. I could imagine that they then partly (e.g. randomly) reject pictures with an arbitrary argument.

Ich verstehe oft selber nicht, weswegen Bilder von mir abgelehnt werden. Aber bei dem angehängten Bild sind es vielleicht die Wolken, die nicht so korrekt wiedergegeben werden.
Dann: Fotografien mit Menschen darauf sind immer etwas problematisch, weil Autorisierungen der abgebildeten Menschen eingereicht werden müssen.
Der letzte nicht unbedeutende Punkt ist: Adobe Stock und Shutterstock haben schon so viele Bilder, dass ich den Verdacht habe, dass sie gar nicht mehr alle annehmen wollen. Ich könnte mir vorstellen, dass sie dann teilweise (z.B. nach Zufallsprinzip) mit einem willkürlichen Argument Bilder ablehnen.

I just read that ASt checks the photos in 100% size. When I looked at your photo in full size, I saw that the sitting black man on the wall looks like "washed out".

Adobe do not accept editorial pictures of people, some other agencies will do so. But editorial pictures greatly limit your market, because they cannot be used for promotion or advertising. You have other IP issues as well, such as a photo of an advertising hoarding, and maybe recognisable clothing brands or refrigerator. It is a powerful picture of human tragedy - would you really want it to be used to sell products....? Because that's the use you are offering it for.

PS This does not address the technical issue, I know, but Adobe only report one issue at a time. You will not get further even if you resolve all the tech issues...

Regardless of technical issues, if your submission does not have model releases the image cannot be used commercially and Adobe Stock will reject it. This is necessary to protect you, Adobe and Stock customers from possible lawsuits.
If you look at Stock images of slums, most have no recognizable people in them.

To address the technical issues, you have noise in the clouds and the reflection in the building to the right. Also, some of the buildings and the trees and on the left have a bit of a strange look, not very clear.
But as others have mentioned, the big issue is that this is editorial and if you look at the first link given above, it states (and is even highlighted with a box around it) "Currently, we are not accepting editorial submissions from individual contributors.". Also, the woman and child are very much recognizeable in any case.
Your photo is interesting and if you canget past the technical issues, it could work on other sites who accept Editorial photos, which may be a better fit with your style of photographs. Best of luck.
