I agree with Nancy's assessment that this represents an IP violation; however, since the Moderator indicated the rejection was based on a technical issue, I think that issue is the faded, smudged area in the top center portion of the image.

If you zoom in at between 100 and 200% you'll notice the cards do not have sharp edges; details are lost.

Did you create these card designs yourself?  If you're not the card artist/owner, then you have an Intellectual Property violation and Adobe Stock cannot accept this for commercial use.  See links below.

The moderator can only use one rejection reason. That means that the moderator saw the technical issues and rejected, but even if it would be possible to correct those, you would get an IP-violation-rejection, if the card design is not your own.
