No, that is absolutely forbidden. All Adobe Stock contributors have to give a legal agreement that they own all the rights.
There is a process for reporting this. (Sadly, it is not unusual). That's a violation of the contributors' agreement with Adobe. The contributor will be barred from Adobe stock.
