The thumbnail might be JPG because EPS is not a web-friendly file type.  EPS can't be translated by your web browser.

 

For vector graphics, I prefer to receive Illustrator AI or SVG files. EPS is mostly a zombie file format. I never use it anymore.  

 

For raster images like photographs, I expect high quality JPG.

Do not ever submit duplicate content in different formats. If you are asking if you can upload one image as a vector file, and a jpg file independently of each other, the answer is no. Customers can purchase a jpg version of a vector image if that is their preference.

"I have jpg with a higher resolution than eps." 

This sounds very wrong for Adobe Stock. An EPS should not have a resolution for Adobe Stock, it is for vector designs only. How was this design or photo created or worked on?

It looks like Adobe automatically converts eps to jpg for search results.
