This is old stuff, but the question pops up from time to time, so it is still interesting to answer.

TR is the ISO country code for turkey. Turkey is one of the restricted countries which do not show all the assets of all the contributors. Probably to be in conformity with local laws and rules, Adobe needs to put an additional layer of scrutiny on the assets, and that happens only for assets having a certain number of downloads (so only successful assets get this). However, the assets are open for sales in the majority of the countries where Adobe stock is offered, so the assets may climb slowly in the ranks and get eventually be checked at a later stage.

As said, this does not slow down your sales considerably. To see what unrestricted countries see, change the “tr” with “ca” and you will see what is open for sales.
