Please find below two links explaining the requirements for vector arts for submission. I believe that anything not addressed or prohibited in these links and the general guidelines for submissions to stock would be acceptable.

Don't use effects for the effect.

It's impossible to say without seeing it. Generally speaking, gratuitous embellishments & special effects should be kept to a minimum.  But if gradients and shadows are integral to the artwork itself, it should be OK.
