why is it not accepted by adobe?

You didn't indicate what the rejection reason was. There is a very visible company logo which would earn an IP rejection, and overexposed, featureless portions of the frame as well, which would earn a technical rejection.

Most of this image is blurry.  The aerial drone has almost no contrast with surroundings. 

Adobe Stock has 100 pages of drones.  Compare yours with what's already represented.

IP issue. Chromatic abberation when viewed at 250% and halo on the mountains. The background is also noisy.
