Please explain why my photo was not accepted, according to what features it did not fit

Well, Adobe did give you a reason: "Technical issues" is my guess.

The histogram shows a highly underexposed picture:

 With a few clicks, you could get an acceptable image out of this.

You would, however, need to do some noise reduction as correcting the exposure will introduce a high noise amount.
