Why this illustration was rejected?

Hi there, I am a new member. I just submitted some work, I am particularly interested why this one was rejected. The reason in the email says "Bad quality" but on the website, it says "Technical issues", but there are no specific details... Any idea?

Well, your main subject is "out of focus". The bird should not be blurred.

Is the refusal mail you got in English?
