The subject is not completely in focus. If you are taking a closeup, you need to have your camera at a distance where it will capture the complete image sharply. You also need to set your F-stop accordingly to capture the entire subject.
There are also a small amount of grain noise.

Why wasn't it accepted? I think it is a number of reasons- commercial value is one, another - white balance, exposure, focus, composition - it doesn't look like shaved ice, so I wouldn't have known, unless you said what it was! I also don't think the blue background helps the overall composition and 'feel' of the shaved ice. The colours don't match.

Subject matter aside (I'm not really sure what I'm looking at), there is only one small percentage of the image that is actually in focus. And there are what appear to be some dust-spotting issues to the bottom left of the white object. And I agree with @RALPH_L ,as I don't see what commercial value this might have.

Thanks for the feeback. Would you know how I could come up with things with commerical value? This was a picture of shave ice that I figured could be used in Hawaiian Shave Ice ads.

I'd suggest you click on the Insightes tab at the top of your Dashboard to get a feel for what is popular from a selling standpoint. Out of curiosity, I also did a search for "shaved ice" and received over 10,000 results. You might want to take a look at your competition in that respect.

Which of us is correct? Was it a technical/quality refusal or was it a commercial value refusal? You still have not said what refusal it was. I believe it was a technical/quality refusal, which means if it were in focus and all else quality up to standard, it would be accepted. I believe this image could be used as a background.
