If you've followed the steps suggested here, and are still not successful, you should use the "contact us" link at the bottom of the Adobe Stock Dashboard page to request assistance.

1. Did you create an Adobe Stock Contributor account?
2. Did you sync your Fotolia account with Stock account?
3. Did you contact Stock Contributor support?
The bottom of the fotolia web page has also a contact space, especially for those problems with transfering your fotolia account to Adobe stock. First try the steps as layed out by @Jill_C and @Nancy OShea .
