Many Stock Contributors are non-US citizens.  It's not a problem.

Taxes are dependent on a treaty between your country and the USA. You will need to fill out a form to clear your tax situation with Adobe. You are responsible to declare your income in your country according to the countries rules. The payout from Adobe will be the earnings minus the required US taxes. For many countries, the bilateral treaty say that you pay taxes in the country of residence. For some countries, you need to pay a reduced tax in the USA. Whatever your specific situation is, it depends on bilateral treaties between Costa Rica and the USA.
