I have created a few illustrations with the names of political candidates - and they get rejected for copyright reasons. Yet, when I search Adobe Stock, there are several images with the same terms.
What is the policy in terms of creating illustrations to promote politicians?
Any help is appreciated.

I'm almost certain you need permission from the political candidate to use their name or likeness on commercial or promotional materials.

Show the pictures. It may be evident: if you use their design or logos, you are in violation of the intellectual propery and those need to be submitted as illustrative editorial pictures. https://helpx.adobe.com/stock/contributor/help/illustrative-editorial-content.html
Logos and designs are protected, even if they are "only" designs from politicians.
