Exposure problem

I got this picture rejected due to "Exposure problem". I think they meen tha it is under-exposed,but it is night on the photo and I think exposure is right for that shot. Could someone tell another opinion about it ?

It is rather underexposed. The picture looks a bit weird like it is a scanned copy. The blacks are not a true black, and you also have artifacts right throughout the whole picture. To upload to Adobe Stock, you have to be the author of the work.

There is more than one problem here...

exposure, sharpness, artefacts, logos, ... no chance to get an image like this through.
