Japan image restricitions for temples

Hello everybody,

 

on this site (https://helpx.adobe.com/stock/contributor/help/known-image-restrictions.html) it is written, that for japanese temples, shrines, and castles only exterior photos are allowed. Also it is written, that "commercial photography is not allowed of or on the grounds of Japanese heritage sites".

 

Does that mean, that all photos on the ground of a temple/shrine are not allowed for commercial use, even if the ground is all time public free (like the Kiyomizu-dera area)?

 

In japan is the panorama of freedom (https://commons.wikimedia.org/wiki/Commons:Freedom_of_panorama) and in the copyright act (https://wipolex.wipo.int/en/text/182389) i didn´t find any prohibition like this (Or my english is not good enough). So maybe anyone of you can tell me, why this is not allowed.
