I appreciate if someone could help me understand why this photo was not accepted.

I thought was a cool photo without any technical problems.

I suppose from your text that you got a refusal for technical problems. Please always state the refusal reason!

The picture is really nice, but you overdid the editing. A less aggressive editing would have been better. There is a lot of noise in the picture and I see halos between the horses and the sky:

Details on the horses fur are washed out, and you may have added too much saturation.

You absolutely need to examine your pictures at 100% and 200% to judge the quality of the image. Noise, halo and other artefacts are shown then.
