This photo was rejected because either over- or under-exposed.  Would like to get feed back on this subject from the community as to how I might be able the correct this issue on this and in the future.

Hello,

Your problem here is the white sunlight patch at the bottom of the photo. The sunlight patch is burnt out which makes it very distracting.

You can try to clone it out in Photoshop for example:
