The reflections in the water are not equilibrated with the sky exposure.

You need to bring down the highlights in the water and bring up the exposure in the sky a bit. As it stands overall the image is lacking contrast in the mid-tones, so this needs to be brightened a bit as well.

You will then need to be careful about noise - both luminance and colour noise.
