If the picture is impossible to fix, it will be impossible to submit to stock. That does say nothing about the visual quality of your art. You may still be able to print the picture and expose it in your living room if you want.

 

Adobe stock assets are checked for certain criteria and if they are not met, the pictures won't pass. FYI:  colour noise is easy to correct, however the underexposure will add to the problem when corrected. You need to adjust carefully the parameters.
