I would like to withdraw my rejected fotos. Why ist it not possible to delete the rejected fotos?

No  need to withdraw, it's deleted. What stays is only a small preview with the rejection reason. That's not taking up space. And you can't delete that.

I suspect, though I'm not certain, that it is because Adobe wants to track your acceptance/rejection rate and also know if you attempt to resubmit the same image again.

You cannot withdraw what has already been submitted & rejected, sorry.  It doesn't work that way.
