Resubmit without Reupload

How can I re-submit an image refused for intellectual property violation with the correct release without re-upload it and re-enter all keywords?

If the image was put into "remind" mode you should be able to resubmit just as though you had originally uploaded. If however, your file was rejected outright, you will need to resubmit and re-index.
