Similar Submission

I submitted two photos that were consider too similar. The second one was rejected. But, I liked the second one better, so I deleted the first one and resubmitted the second. But it was again rejected for being too similar... Its somewhat frustrating that we cannot add a note or something when we make a submission. Do real live people review submissions? Or does a computer do it?
