can somebody explain me why this photo is rejected claiming that it has got technical issues???
It’s impossible to tell from the small thumbnail file you’ve uploaded. Can you possibly post a larger image file so we can take a better look at what's going on? Have other images of yours similar to this in terms of camera and technique been previously accepted?

Sorry but the image resolution you posted is too low for us to critique. Meanwhile read these links.
Also keep in mind that Adobe Stock's database already contains 20 million sunrises and sunsets. If you want to succeed in this fiercely competitive and well represented category, your image will have to be perfect & very special. Put yourself in the customer's shoes. Would you buy this image over what's already available in Stock?
As said, you should post a picture where the resolution is substantial enough to judge the flaws. A first impression, however, is a flawed white balance.
