The access is denied

While signing in into my adobe acc for contributing in adobe stock .. after putting my id and password the next page said the access is denied because I was not eligible for contributing....

It further had an option to learn more about the eligibility...

When I clicked on it the page was redirected to adobe virtual assistant help page.....

I just need to what are the criterias for eligibility......

Key things include: you must be 18 years old, you must sign in with an Adobe ID.

Adobe will also block you forever if you do not follow the rules carefully.
