For this picture there are more than one problem: First it's black and white and there is no chance to get this accepted in black and white. Second your main subject is out of focus (only the lower part seams to be in focus). Third there are a lot of artifacts in the picture (look at your picture at 100 or even 200%). Fourth, I do think that your point of view here is bad and will get this picture refused on commercial appeal reasons.

In addition with all that is said, there is also a lens issue that causes the building to the right not to be straight. When this occur, it can be corrected in Camera Raw.
