I am new to the stock photo biz. When submitting should I crop ”all” photos, or leave that to the licensee? If so, what is most acceptable size?

Crop to maximize the aesthetic appeal for the image. Don't reduce the size unnecessarily however. You want to upload the maximum resolutions possible (without uprezing) to increase your potential customer base.
