Since Adobe only allows photos as jpegs, how do you upload an image with a transparent background?

I've attached 2 images. The first shows the lens of the mask as white. This would be the transparent area. The second image has the transparentWHF_8612-clear-96.pngWHF_8612-Skulls-96.png area filled with a random image of skulls. this is what I'm attempting to offer.
