This is a Premium image, and premium images cost more than one credit, respectivly are more expensive. For that reason, you got asked, if you really wanted to licence this for the price it costs. You responded positively, and did licence the asset, as of your interaction. To avoid premium images, you need to blend them out of your search with the appropriate filter option.
If there is a solution to this, it needs to happen with Adobe customer care. Adobe customer care can be contacted by beginning a secure chat session at https://helpx.adobe.com/contact.html?rghtup=autoOpen. Pop-up blockers need to be disabled, you need to accept cookies! If the chat window fails to open, or is non-responsive, use a different device and/or browser to start the interaction.
