I purchased an adobe premium membership and I still do not have access. My debit card reflects the charge.

Sorry I have never heard of a Premium Membership.

 

Did you buy this Directly From the Adobe website???

 

In the sales section of the main Adobe web site system I do not see any subscription called Premium.

Was this for the Stock system?

Are you sure you don't mean Adobe Premier Pro or Premier Elements?
