Adobe Stock #257993742 opens as text in Photoshop CC 2019

I licensed this file, but when I tried to open it - it shows a bunch of text with no background color (supposed to be a dog head).  This is an .AI/EPS file.  I can open other .AI/EPS files just fine... but not this one, and I don't remember having this issue before.

I have tried:

1. Closing and re-opening photoshop.

2. Deleting the Stock file and re-downloading it.

3. Opening several other .ai/eps files to confirm they still open okay (#34924909 is an example of one that works - but not the only one).

4. Tried Open As.

5.  Tried Place.

I spent over an hour in help chat.... got transferred at least five times, ended up back with one of the original people, was asked to log into my system, and then got DC'd when I asked what they were going to do since I could open other .ai/eps files...

Does anyone have any ideas at all?  I would really like to use this - especially since I paid for it.  The first answer I got that I could only open it in Illustrator just doesn't make sense since I have opened .AI files before - and still can.  I am posting it in Adobe Stock, because the only thing I have been able to find in Search is one article where the file ends up being corrupt - that is my best guess, but I hope that is not the case.

Apologies that no one has responded to your forum post until now.

Do you also have Adobe Illustrator? If you read the text that you are seeing in Photoshop you'll see that the file was not saved with PDF content by the contributor. If you have Illustrator you can open the file and "Save as" and confirm that the Create PDF Compatible File is checked. If you are not able to do this please reply and I'll see what I can do to assist your further.
