I purchased an extended license for AE03567220301CAU, I licensed it with the intent to recolor it and adapt it is a vector illustration, because that is how it was advertised, but the file is really just an image. This is not what I paid for. How do I get a vector version or a full refund?

This asset is not advertised as a vector asset. I don't see where you see any reference to vector and the ability to recolour?

I bought the extended license, as it says I can modify the asset. But I can't as it's a flat jpeg. I could have just downloaded for free, if I wanted to use the file as is. But I need to recolour so the file is useless to me.

You can modify the asset, that means you are allowed to modify it. You can do that also with a standard licence.
The asset is clearly shown as a JPEG file, and not a vector file. None says, and it is nowhere shown as a vector file.
And no, you could not just have downloaded for free. I think that you have an ill understanding of the licensing terms and, in general, what can be done with an asset.

It's just more complicated than with a vector file, especially if there are gradients.
