AI image downloaded blurry

I downloaded File# 190916300 and when I open it in Illustrator, the birds in the sky and the background sun look fine, but all the character images across the bottom are pixelated and blurry. Any thoughts on how to fix this? Unfortunately it is THE image my client wants me to use in a project! Help!
