Can I buy a layered version of an adobe stock photo?

I like an image (99182350) in adobe stock, but it has a lot of icons on top of the photo. I would like to manipulate the icons, removing some, and changing the people to words. Is this possible?

Unfortunately not. They could be removed and changed with Photoshop however.
