Can I download a licensed "open in ps" image directly from website?

I am an occasional user who purchases a single image at a time. Because I use photoshop, I need my images to be in "open in ps" format, not .ai format. Yesterday I licensed an .ai image, but when I try to download it to my computer and click on the "open in ps" button, I receive a message that this feature is only available through Creative Cloud. Is that true? Is it no longer possible to download a licensed .ai image in .jpg or similar format directly from the website?

Of course you can download any file you have licensed. .jpgs can be downloaded and opened in anything while .ai files will need Adobe Illustrator. Can you please give more details on images you are having trouble with as well as steps you are taking to download them?

Thank you. I now understand that since I use Photoshop Elements, I need to restrict my purchases to images that are .jpg format, since Photoshop Elements cannot open up .ai files.
