Can I use adobe stock photos in my art for photo manipulation and then sell them as NFTS?

I'm not a lawyer, so I can not answer your question officially.
As far as I understand the agreement terms with Adobe and other agencies, it depends on your purchased license.
If you have an extended license, you can create products (including digital) and sell these products using our photos.
You cannot do that with a standard license.
There is also a limit on the duplication number.
If you do not follow these rules, you are in violation of property ownership rights.

As @RALPH_L said, you need an extended license to create products for resale -- including NFTs.

This is dangerous territory. You can't distribute the electronic version of the art as this. You can probably create a new artwork and sell that one, but as of your description, I'm not really sure what exactly the final product will be. Best would be to ask a lawyer for IP.
