A 4 year old child accidentally bought a video license. Can I set up to ask for a password when purchasing a license for video, etc.? Or can I cancel my purchased video license?

You can't cancel a license. You will need to contact customer support for a possible refund. Adobe customer care can be contacted here: https://helpx.adobe.com/contact.html - click the small callout at the lower right of the screen and type "agent".
