i am aware of an image that i believe violates the terms of the Adobe Stock Photo license. how can i best bring this to Adobe's attention?

Are you the owner of the image? And is the violation being done by Adobe (in the stock site)? If so you can send Adobe a DMCA takedown request. Adobe can't do anything if it is on some other site, or if you are a third party.

Thank you. I am not the owner of the image, and the violation was done by a
licensee of the image. If i understand you correctly, a third party has no
power to report a violation of the license agreement - which seems strange
to me. That would imply that the only mechanism is for the author/owner to
become aware of the violation. without a mechanism for third parties to
contact the author/owner, this vitiates the whole process.

But presumably not, as simply an interested third party? I observe that a DMCA notice must include "A certification, under penalty of perjury, that the DMCA notice is accurate, signed ... by the copyright owner or the copyright owner’s legal representative."
