incomplete image - missing layers in graphic files from adobe

Hi I downloaded image and it's incomplete - missing layers and its not what I have paid for. 

"Help desk" says that I should download extended licence - 8credits - but i dont need extended licence so why i have to pay more? How can I make a Official complaint ?

Thank you for reporting this issue and please accept my apology for the misinformation you received when you contacted customer care. There is no change in the asset if you choose extended license over standard license. I've passed your feedback on to the customer care and content teams.

I see that you used a credit for the image and I've granted you a replacement credit for the file. Please delete this file from any libraries and computers you may have downloaded it to.
