You will not loose quality if you do it with the right tools. But you need to understand that increasing the resolution of pixel images does not improve quality. What a program does is taking neighboring pixels and calculate in-between pixels. It's not magic Ć la CSI. The resulting image will be more blurry (at 100%).

You want to use it for a wall paper?
I suppose the picture you chose will be able to handle that. I have only looked at the preview but the structure of the picture is promising.

That should work out... You need to check the picture after sizing at 100% especially at areas where there is a hard border.
Try out the different methods that Photoshop allows and choose what works best for you.
