Why is there a big difference between searching a picture with German and English keyword?
If I search a successful photo of mine – an icelandic waterfall – with the german keyword "Wasserfall", I find it on first place. If I search in english for "Waterfall" the same picture appears on result page 14. Does anybody know, what the reason may be. Is it better to make all keywording in English?

As for current, we recommend users to match the language of keywords with site region. So if you would search for "Wasserfall" in https://stock.adobe.com/de - you will see the results expected.

But then only german users will find it on 1rst rank?! What result do french or american users get when they search "waterfall"?

Search in English will give the same result in any regions, the matching mechanism only applies when you search in non-English languages.
